Life of LGBTQI Youth & the Role of Politics

On May 17th of 2022, Dawoom released a report titled "2021 Survey on Social Needs and Reality of LGBTQI Youth," based on a survey it conducted with 3,911 young LGBTQI people. In the survey, the participants were asked not only on their sense of identity and community experience as LGBTQI youth, but also on the things they might have experienced living in Korea such as hate, discrimination, difficulties in job search/work life, health/socio-political needs, and the impact of COVID-19. In effect, the central and local governments have been relatively inattentive to the human rights of LGBTQI; only two surveys on this matter (“2014 Survey on Discrimination Based on Sexual Orientation and Gender Identity” and "2020 Survey on Hate and Discrimination against Transgender”) were conducted and released by the National Human Rights Commission of Korea. Considering this reality, the survey by Dawoom helps us better understand the actual lives of LGBTQI youth in Korean society.

At the level of the central or local government, first of all, it is necessary to figure out how LGBTQI people are actually leading a life in Korean society. An example worth noting is the LGBT Action Plan announced by the UK Ministry of Women and Equality in 2018; the plan was formulated based on a large-scale survey of about 100,000 people. By asking "what kind of experiences a person who identified as LGBTQI had in using public services," the survey specifically tried to get an idea on the types of public interventions and institutional changes required in areas such as education, health, safety, and employment. Institutionalizing the LGBTQI rights at the local government level can be a good starting point as well. For your reference, in 2021, Tokyo Metropolitan Government introduced a partnership system that recognizes the legal status of same-sex couples through an ordinance.
